RAG vs. Fine-Tuning: When to Use Which

A clear decision framework for choosing between Retrieval-Augmented Generation (RAG) and Model Fine-Tuning for your custom AI application.

The most common architectural question in AI is: 'Should I ingest my data using RAG, or should I fine-tune a model?'

The TL;DR: Use RAG for knowledge. Use Fine-Tuning for behavior or format.

RAG (Retrieval-Augmented Generation)

  • What it is: Searching a database for relevant facts, and pasting them into the prompt.
  • Pros: Facts can be updated instantly. Hallucinations are minimized because sources are cited. It is significantly cheaper.
  • Cons: Costs tokens every single query. Latency is slightly higher due to search.

Fine-Tuning

  • What it is: Actually changing the neural network's internal weights by training it on thousands of specific examples.
  • Pros: Perfect for teaching a model a strict data format (like custom JSON schemas) or a specific tone of voice (like medical or legal speak).
  • Cons: Expensive. Time-consuming. Very difficult to 'unlearn' old facts.

The Hybrid Approach (2026 Best Practice): Fine-tune a smaller model (like Llama 3 or Gemma) to perfectly understand your complex, domain-specific instruction formats, but still use RAG to feed it the specific fast-changing facts it needs at runtime.
